Add the commute keyword provided by kstar for OMP4 blocked version (for now we set it in the cmake but it might be detected in the futur)

Put again the warning flags in the compilation (but only for Gcc because not sure they are the same with intel) please do not remove-comment the flags if you face problems with them.

Ensure that headers (MPI, BLAS, FFT) are not included if SCALFMM_USE_X is turned OFF, and let only one entry point in FGlobal to

Change the CMAKE (blas and fftw are on by default) and rename the build example variable (but let it to ON by default)

add comments for me about further modifications concerning the use of find starpu with some components (cuda, opencl)

use either libs + dependencies or only libs for starpu and fftw - improve cmake modules: remove duplicates dirs

use find_package(CUDA) to use CUDA with StarPU - I get a compilation pb with nvcc which does not recognize -std=c++11 option (either with Berenger hand-made method or using the cmake FindCUDA)
