Fix transcriptions reactivity and order

This MR fixes two bugs that we caught during last Friday's meeting:

1. In the TranscriptionModal the order of the transcriptions was not correctly applied to the previous/next actions.
2. There was a 400 error on a bulk_create that occasionally appeared as a result of different actions in the DiploPanel.
