Update Parcoach to LLVM 18

Philippe Virouleau requested to merge llvm-18 into master

This was quite easy compared to previous updates! The only thing missing should be:

  • ci for RHEL and the RPM packaging (based on ubi9) Note for next updates: I had to create the ubi image locally and push it. I'll create a few issues on the updates/changes that could be conducted afterwards.
