[wikigen] Misc impovements for hardware pages

Four improvements on the Hardware and site:Hardware pages:

• Correct ordering when sorting clusters based on memory sizes, regarding TiB and GiB sizes. (excluding PMEM)
• The global hardware page now has separate tables for machines in queues default, production, and testing.
• When a production queue is present, the statistics summaries of the global and site pages show split statistics
• For sites with a production or testing queue, their cluster tables is also split by queue
