[centos8] bump to 2020080515

add "if" because ubuntu already has the file setup + use the $${distrib}
variable to adapt to the distribution path.

when imported, the helper loose they executable bit... all other helpers
are called with `python2 <helper>`, do the same.

[ubuntu] preseed: comment the apt-setup/security_* variables, so that they are just guested by the installer

work ok for amd64 and arm64 (http://ports.ubuntu.com/ubuntu-ports is
guested automatically for arm64).

[from_scratch/debian+ubuntu] add variables: deb_mirror_directory deb_security_hostname deb_security_directory and set in preseed

for Debian this has no effect: the security variables are commented in
the preseed files

for ubuntu/arm64, this may be necessary because the security repo is not
in the same place as for x86, but if apt-setup/security_* is commented
in the preseed, it is guessed correctly.

adding variables anyway, this is harmless.

The default one (inherited from debian-base) is correct, but can be desynchronized in term of kernel version wrt the driver fetched from udeb packages
