Docker: fix nvidia-container-toolkit auto-detection

JONGLEZ Baptiste requested to merge dev/fix_docker_nvidia into main

The auto-detection code was always installing nvidia-container-toolkit, even on machines with no GPU.

Always update test to catch this case and avoid future regressions.
