Update 'packaging' version dependency

The current version of enoslib requires a relatively old version of 'packaging' (version 21.3). Is it possible to use a newer version?

For example, 'black' requires a 'packaging' version higher than 22.0. Consequently, having a development environment with the latest versions of both 'enoslib' and 'black' is not possible...

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
