Bug: docker image cannot be build

The Docker image cannot be build anymore after binding nmslib to certain repository branch. It requires c++ 11 support which does not exist in current jupyter-minimal base Docker image. A solution is to use jupyter/datascience-notebook docker image. But this increases image size about 1Gb.
