[replaced] load testing set up

This merge request creates a python/selenium script that creates an election and generates encrypted ballot files for each voter, as well as a CSV file which gathers information about all votes. This CSV file is meant to be imported by a load testing script (for example a JMeter load test), that attributes each row to a virtual voter who will submit a prepared ballot file on the web application.

This merge request has been replaced by !13 (merged).
