add automatic changelog to the project

Gitlab allows to add automatically the changelog (https://docs.gitlab.com/ee/user/project/changelogs.html)

this should be straightforward on our project using the template in the gallery https://gitlab.inria.fr/gitlabci_gallery/release/automate-changelog-generation
