This is a followup to 07e8f807.

Instead, plugins must provide a 'load_data' function (with C linkage)
that 'plugins_manager::load_data' calls.

This methods were dead code since the 'function' class declares
'setParametrization' as non-virtual.

Instances of 'parameters' must now be fully initialized upfront.
