Adding more functionalities to the Ipopt fitter

data and expose only relevant functions.

Updating the non linear NLOpt algorithm. It is not currently providing
good results.

Can't be used in the quadprog setting for the moment since I lok at the
dynamic type of the data. Maybe a parameter to provide (that makes a lot
of parameters to provide).

Filling doxygen for the base classes. Adding a group definition for the {core, plugins, functions} groups
