Forcing some local variables to be const

Fixes a regression introduced in commit 65ffd88f.

the environmment defined at the top level by the SConscript
file.

This way, compilers cannot changed and is defined by
the config.cfg file

The xml_cmd script allows to generate a command over a list of file in a directory. This can be useful to perform the same command on many inputs.

There is a remaining conversion bug for vec types.
