Improve allgo to handle notebooks

The works with last api-clients/python_client (allgo/api-clients/python_client!7)

• Improve database to handle notebook_tokens
• Add new urls for API token/ and notebook/validate_token/
• Add parameter for notebook in allgo application creation form
