Resolve "Footer on small viewports"

BERJON Matthieu requested to merge 211-footer-on-small-viewports into django

I made few changes that improve the rendering of the home and signup page on smaller viewports. Nothing fancy, just very small patches that mainly changes either the grid size or creates a media query using the CSS stylesheet. The main patch improves the rendering of the footer that was going up on smaller viewports and covered the relevant content.
