disable registry push/pull in the UI

Push/pull is not ready yet because it needs additional integration to make it work with gitlab auth.

Just like #256 (closed), we should disable it in the UI for Q3

• disable the 'Docker' tab in the sandbox panel
• disable the corresponding config in the nginx.conf)
